Streets Division

The Streets Division is under the supervision of the Streets Superintendent.

The Streets Division is made up of four sections: Street Maintenance, Motor Vehicle Pool, Traffic and Bridges and Refuse Collection.

The Streets Maintenance Section is responsible for many of the activities related to streets operations within the city. These include barricading, road closures, detour routes and other traffic control requirements for special events. Our employees perform crack sealing, asphalt repairs, snow and ice control, guard rail repairs, street sweeping and pothole repairs.

The hot asphalt repair crew operates from May thru October. An extensive street sweeping program allows for weekly cleaning of every street. The sweeping program begins in May and continues through November each year.

Traffic control is a major issue for the Streets and Traffic Sections. Each year the Streets Division provides the barricading and detour routes required by special event activities. City crews handle all of the parades and special events that require street closures. Crews are trained and certified in safe procedures for closing roadways, setting detours, and maintaining traffic.

The Motor Vehicle Pool is responsible for the purchase and maintenance of more than 225 pieces of equipment. The M.V.P. employs six (6) mechanics to maintain the fleet at operating levels. Approximately 70% of the maintenance staff is certified by the State of Michigan as Master Auto/Master Truck Technicians.

Our Traffic Section is responsible for maintaining pavement line markings, street signage and traffic control devices. Two full time employees make up the traffic section. Both are certified in Work Zone Safety and Signs and Markings I & II.

The Bridge Section has the duties of maintaining two bascule draw bridges. A third drawbridge, the Military Street Bridge, is owned and operated by the State of Michigan. Two electricians, one (1) Master and one (1) Journeymen are employed in this section. They are also responsible for repairs and maintenance to 22 City owned traffic signals.

The Refuse Section was privatized in 1996 to allow the pickup and disposal of trash, yard waste and recycling on a weekly basis at a cost savings to the city. A fall leaf pickup program is performed under the same contract. Each year approximately 8,000 cubic yards of leaves are removed and composted. Oversight of the private contract is the responsibility of the Streets Superintendent.


Refuse Collection

Beginning July 1, 2006 Waste Management, of Michigan will begin their contract to pick up refuse for the City of Port Huron.

Monday - From north city limits to all of Sedgwick Street

Tuesday - South of Sedgwick Street to all of Howard St., west of 7th Street and to all of Water Street, east of 7th Street

Wednesday - South of Howard/Water Street to all of Oak Street

Thursday - South of Oak Street to south city limits

RESIDENTIAL REFUSE:

The City’s contractor will remove properly packaged residential refuse and recycling materials from the curb on Monday thru Thursday of each week. Large bulky items and yard waste will be collected on the same day that refuse is collected. Refuse containers may not exceed 35 gallons and may not weigh more that 50#'s.

Holidays:

The following holidays are observed: New Year's Day, Memorial Day, Fourth of July, Labor Day, Thanksgiving Day, Christmas Day.

Pickup normally scheduled on observance day of the holiday will be pushed back to the next regular work day with the remaining pickups that week also pushed back one day. As an example: a Monday holiday will result in normal Tuesday pick-up being pushed back to Wednesday of that week.

Bulky Items:
Bulky items such as stoves, washers, refrigerators and furniture will now be collected on your regular collection day. Place the items at the curb with your refuse. Refrigerators need not have the freon removed, but are required to have all doors removed before setting on the boulevard for pickup, Waste Management will provide the removal service.
Recycling:
Waste Management provides Recycling Collection Services to the residents of the City of Port Huron. The service is governed by a multi-year contract.

Recycling collection takes place each week on the same day as the refuse collection.

The service provides for the recycling of plastic containers with a #1 & #2 on the bottom; tin & aluminum cans; newspapers and brown paper bags; cereal, tissue and shoe boxes; catalogs and magazines; pop and beer cases; and telephone books. 

Remove labels from cans and rinse all containers before placing in recycling bin.  Place recycling bin on boulevard with a three (3) foot separation from refuse and yard waste.

Recycling bins may be picked up from the 3rd floor of the M.O.C. building.

Tagging:
Any material that is not collected will be tagged explaining why it was not picked up.
Pickup Times:
Place properly prepared trash, recyclables and compost material to the curb on your pick-up day before 7:00 a.m. You may place these materials to the curb as early as 4:00 p.m. on the day before your scheduled pick-up.

Waste Management provides all solid waste services including refuse collection, yard waste and recycling services.  Large brush & branch removal is provided by the Parks & Forestry Division.  You may call them at 810-984-9709.

Leaf Removal Program - 2007

Find your zone and place leaves on your boulevard at the curb by 7 a.m. on the Monday of your scheduled pickup week.

Program Guidelines:

  • Leaf burning is NOT allowed in the City.
  • Do NOT intermix brush or other debris in leaf piles.
  • Do NOT park vehicles in street over leaf piles.
  • The schedule may vary slightly due to weather conditions.
  • Questions regarding leaf pickup, contact Waste Management's Customer Service Center at (toll free) 800-796-9696, or the City's Department of Public Works at 984-9730.
  • Please call within five (5) days of your scheduled pickup if your leaf pile was missed.
     
  • Pickup of yard waste and leaves placed in recycling bags or in containers at the curb on regular trash day will end on Thursday, November 29.  Bags, containers or small bundles of compost material cannot be picked up after this date.

Yard Waste Pickup

Beginning the first full week of April, on your regular trash pickup day, the City of Port Huron, through it's contractor,  will again begin picking up residential yard waste material for delivery to a compost site.

Regular Pickup Day:

Place yard waste at the curb before 7:00 a.m. on your regular collection day, a few feet from your regular garbage.

 
Materials Collected:
Yard waste materials that will be picked up include leaves, grass and garden debris. Also included is shrubbery, brush and tree trimmings less than four (4) feet in length and two (2) inches in diameter.
 
Set-out:

Yard waste will be accepted when placed at the curb in the following manner:

  1. Any combination of up to 15, 35-gallon containers or bundles as listed below:
    1. Carts, cans or baskets clearly marked with a large "X" at least one (1) foot high on the Side of the container by using masking tape, duct tape or paint, or
    2. Large brown paper compost bags may be used for yard waste and do not need special markings. These bags can be purchased at large retail stores, lawn and garden supply stores and hardware stores, or
    3. Shrubbery, brush or branches: Must be bundled in lengths of no more than four (4) feet.
  2. Containers and bundles cannot exceed fifty (50) lbs. in weight.
 
Notice:
Yard waste will not be accepted in plastic bags, grocery bags, cardboard boxes or other unapproved containers.

Yard waste pickup will end for the season on your regular trash pickup date, the last week of November. Please mark your calendar now as a reminder. The regular fall leaf pickup program will begin in mid-October through November per a schedule you will receive in the mail.
