The division administrates and controls all public works construction projects. This includes surveying for design and construction needs, preparation of engineering plans for design of project, preparation of specifications and contract documents. The public work contracts, when they are awarded to contractors, are then administrated by the Engineering Division, which may include construction inspection and coordination of any necessary technical consultants required for the work.

Responsibilities also include keeping records of the public facilities and the information related to the sewer system, water system and street network. Other areas of responsibility include overseeing the street lighting system, the majority of which is owned by the Detroit Edison Company.
