Finance Department

The Director of Finance, being the chief financial officer of the City, is charged with the responsibility of protecting and safeguarding the assets of the City.

The Department consists of the Assessing, Treasury, Accounting and Control, Purchasing, Utility Billing, and Income Tax Divisions.

COMPREHENSIVE ANNUAL FINANCIAL REPORT (CAFR)

The City of Port Huron prepares a Comprehensive Annual Financial Report (CAFR) for each fiscal year ended June 30th. State law requires that local governments publish a complete set of financial statements presented in conformity with generally accepted accounting principles (GAAP) and audited in accordance with generally accepted auditing standards within six months of the close of each fiscal year. The CAFR is prepared in accordance with regulations and standards set forth by the City Charter, the Governmental Accounting Standards Board, the American Institute of Certified Public Accountants and its Committee on Governmental Accounting and Auditing, the Treasurer of the State of Michigan, and the Government Finance Officers Association.

ANNUAL BUDGET PREPARATION

The initial step in the process that leads to the preparation of the Comprehensive Annual Financial Report for the City of Port Huron is the preparation of the annual budget. Budgets are adopted on a basis consistent with generally accepted accounting principles, State statutes and the City Charter.

In accordance with Charter requirements, on or before the fourth Monday in April, the proposed budget is presented to the City Council by the City Manager for review. The City Council holds a public hearing on the proposed budget, generally at the first Council meeting in May. The Council can also meet in a Budget Workshop session to review the budget in more detail. The budget is adopted at the second Council meeting in May.
