Port Huron Housing Commission
The Housing Commission implements the Federal Housing and Urban
Development low-income senior and family housing programs. This
Department operates financially independent from the City receiving its
operating money from rents received and Federal housing subsidies.
The Housing Commission manages and maintains six subsidized housing
sites. Three are designated for family living and three for senior
living. These sites have been named for their historical significance on
recommendations of the St. Clair County Historical Society.
The first four sites were named after the four villages that merged to
form the City of Port Huron. The fifth site was named after the builder
of Fort St. Joseph, Daniel Greysolon Dulhut.

Village Facts
Family Low-income Housing
Dulhut Village-Family Housing: (Sept. 1970)
- Dulhut Village consists of the area bounded roughly by where 18th Street would be, Nern Street, 22nd Street and Cleveland Street.
- Dulhut consists of eight one-bedroom units, forty two-bedroom units, fifty-two three-bedroom units, sixteen four-bedroom units and four five-bedroom units; for a total of 120 units available for low-income families.
Gratiot Village-Family Housing: (May 1967)
- Gratiot Village consists of the area on Riverview Street between 10th and 12th Avenues.
- Gratiot consists of eight one-bedroom units, twenty two-bedroom units, twenty-four three-bedroom units, six four-bedroom units, and one five bedroom unit; for a total of 59 units available for low-income families.
Huron Village-Family Housing: (Jan. 1967)
- Huron Village consists of the area bounded by 25th Street, Nern Street, 28th Street and Manuel Street.
- Huron consists of four one-bedroom units, twenty two-bedroom units, twenty-six three-bedroom units, eight four-bedroom units and one five-bedroom unit; for a total of 59 units available for low-income families.
Senior Citizen Low-income Housing
Desmond Village-Senior Housing: (Oct. 1968)
- Desmond Village consists of the area bounded by 7th Street, Howard Street, 8th Street and Pine Street.
- Desmond consists of 16 efficiency units, 83 one-bedroom units, and 5 two-bedroom units and 5 handicapped units for a total of 109 units available for low-income senior citizens and persons with disabilities.
Peru Village-Senior Housing: (April 1968)
- Peru Village consists of the area bounded by Erie Street, Glenwood
Avenue, Ontario Street and Bard Street.
- Peru consists of 11 efficiency units, 77 one-bedroom units, 5 two-bedroom units and 4 handicapped units for a total of 97 units available for low income senior citizens and persons with disabilities.
Other Assisted Housing Programs
Section 8 Housing Programs (Rent Subsidy)
- The Housing Commission manages and operates two Section 8 Housing Programs available through the Housing and Urban Development. The following is a brief explanation of each.
Section 8 New Construction-Senior Housing (1979)
- Grandview Tower consists of the area bounded by 7th Street, Pine Street and Wall Street (excluding Our Savior Lutheran Church).
- Grandview Tower consists of 111 one-bedroom units that are available for moderate and low income senior citizens.
- Grandview Tower is completely barrier-free.
Section 8 Housing Choice Voucher Program-Family and Senior Housing
- The Section 8 Housing Choice Voucher Program is a Federal Rental Assistance Program for very low income people.
- A family receives a rent subsidy, determined by the Section 8 Management Office, and then the family decides how much they are willing to spend out of their own pocket for rental housing. The Family pays the difference between the rent subsidy and the actual contract rent of the unit.
- Families, and persons with disabilities are eligible for this program if their income does not exceed federal income guidelines established by HUD.
- The Housing Commission administers 458 Section 8 Housing Choice Vouchers.
Resident Service Programs
HEAD START/PRE-SCHOOL PROGRAM:
Located in the Reinvestment Center, 3013 24th Street. This program is
operated in partnership with Economic Opportunity Committee. For

COMPUTER LEARNING CENTER:
The center is located in our Re-Investment Center, 3013-24th Street.
There are 6 computers along with printers, T.V. and V.C.R. Programs are
offered after school and during the summer to At-Risk Youth. Programs
are designed to improve self-images, attention spans, along with
improving skills in math, language, decision making, team work and
planning. Internet access is also available for both youth and adults.

SENIOR MEALS PROGRAM:
A daily meals program is operated at Desmond Village Monday through
Friday. The St. Clair County Council on Aging prepares the meals and
Port Huron Housing Commission provides the facilities.
FEDERAL FOOD SURPLUS PROGRAM:
The Federal Food Surplus Program is operated in partnership with the
Economic Opportunity Committee and is held every three months for
families and monthly for seniors age 60 and over. Locations for food
pick-up are The Armory for families and each of our senior sites for
persons age 60 and over. These locations distribute over 400 units (bags
of surplus food) to both senior and family residents.
NEIGHBORHOOD OUTREACH CENTER:
The Housing Commission in partnership with the City of Port Huron Police
Department operate the Neighborhood Outreach Center in Dulhut Village.
This Center was created to encourage neighborhood involvement to fight
crime in and around our housing villages. The Community Police Officer
has his office there and the Police Department operates its Bike Patrol

MAINTENANCE DEPARTMENT:
Our Maintenance Department is charged with the total up keep of all our
apartments. They perform renovations on all vacant units, yearly
preventive maintenance, snow removal, ground maintenance, etc. The 24
hour Emergency Work number is 810-984-6410 and for any maintenance
concerns please call that listing.
MODERNIZATION PROGRAM:
The Commission participates in HUD Modernization Capital Fund Program
with grant funding on a yearly basis to modernize our complexes. A
5-Year Action Plan, which prioritizes work needed on a yearly basis, is
followed to assure our housing stock remains viable. Examples of
accomplishments are: roofing, siding, new kitchens, doors, windows,
bath, playground equipment, parking lots, lighting, etc. For more

To make application for any of the Port Huron Housing Commission’s
programs, stop by the Management Office located at 905 Seventh Street,
Port Huron, Michigan Monday through Friday from 8:30 am through 4:30 pm
or call 810-984-3173 or 810-984-6406 “TDD” for more information. Applications can be
completed in the office or dropped off at a later date. All applications are date and
time stamped when received by the Housing Commission.
