Community Development Department The Community Development Department is funded through annual Community Development Block Grant (CDBG) funds awarded to the City by the Department of Housing and Urban Development (HUD). CDBG funds have also been utilized to reconstruct streets in low income neighborhoods, install curb cuts and sidewalk ramps for accessibility in the downtown area, construct a new fire station in the south end, assist a local shelter for the homeless and create new housing opportunities.
