Chief of Police

The Port Huron Police Department is one of Michigan’s most progressive police departments. We are looking for a highly qualified applicant to be the Chief Executive to lead the Department as it progresses into the challenges of the 21st Century.

The Port Huron Police Department has already achieved national accreditation through the Commission on Accreditation for Law Enforcement Agencies. The Chief of Police is responsible for the efficient administration and supervision of employees and activities of a full service municipal police department involving the continuous enforcement of laws and ordinances, the protection of life and property and the preservation of peace within the city. Work is performed under the direction of the City Manager. The Chief of Police shall keep the City Manager informed of important events, criminal conditions and unusual occurrences within the City and shall furnish such statistics and suggestions deemed advisable for the improvement of the Police services.

The Chief of Police is directly responsible for administration of the annual promotional process and for active participation in the St. Clair County Criminal Justice Association.

Salary: $80,000 - $95,000 (depending on education and experience).

GENERAL STATEMENT OF DUTIES:

  • Promulgation of policies, rules, regulations and orders.

Civil Engineer I / Storm Water Coordinator

This position offers a comprehensive benefit package.

GENERAL STATEMENT OF DUTIES:
To perform civil engineering work in the office or field in connection with the design, investigation, development, maintenance and construction of civil engineering projects, and to perform related work as required. This position will also be responsible for the City of Port Huron's compliance with the Michigan Department of Environmental Quality's regulations regarding the federally-mandated National Pollution Discharge Elimination System (NPDES) Permit.

SUPERVISION RECEIVED:
Work is performed under the supervision of the Utilities Manager or other designated official.

Civil Engineer I:

  • Assist in the preparation of detailed plans and specifications for civil engineering projects to be bid upon by private contractors.
  • Assist in the preparation of cost estimates of civil engineering projects.
  • Assist in miscellaneous research projects such as traffic, lighting, water supply, distribution and consumption, future paving and drainage systems requirements.
  • Inspect the construction, maintenance and repair of municipal civil engineering and other public works projects to assure conformity with specifications, blueprints and established standards.
  • Supervise or assist in field survey parties for location, layout and grades of paving, water, drainage and other public works projects.
  • Prepare and maintain detailed records of installations, inspections and other activities.
  • Direct work activities of technical or other personnel engaged in civil engineering or other public works projects.
  • Assist in the preparation of special assessment rolls.
  • Answer inquiries and complaints.
  • Take and prepare samples of materials for testing.

Storm Water Coordinator:

  • Develop a work plan, budget, and the correct procedures to fully implement Illicit Discharge Elimination Plan, with emphasis on those areas not already surveyed under the sewer separation program.
  • Inspect the construction of storm water pollution control devices to determine they are properly installed and maintained.
  • Gather data from various field crew operations and prepare reports to the MDEQ to document compliance with the Storm Water NPDES permit.

  • Participate in the development of storm water related documents.

  • Enforcement of City Ordinances and approved storm water documents.
DESIRABLE QUALIFICATIONS FOR EMPLOYMENT:
  • Reasonable knowledge of civil engineering principles and practices, particularly as related to municipal and public works engineering activities.
  • Reasonable knowledge of construction methods, materials, and surveying.
  • Reasonable knowledge of the nomenclature and conventional symbols of drafting, projection, engineering office routines, computer operations, and of engineering computations.

Executive Director - City of Port Huron Downtown Development Authority

The City of Port Huron Downtown Development Authority, located in Port Huron, Michigan has an immediate opening for its first full-time Executive Director who will lead the organization’s business and community development efforts focused on Downtown Port Huron.

Major responsibilities of this position include being the lead person in working with DDA Board Members, the City of Port Huron City Manager, City Council and other local partners toward creating a coherent vision for the revitalization of the downtown area and recruitment of target markets for business development assistance. The successful candidate will serve as a “deal maker” bringing together property owners, recruited businesses, community partners and tools from the “tool box” to spur increased business activity in the downtown area.

The ideal candidate will hold a Bachelor’s degree in marketing, urban planning, business administration or similar field with experience working in downtown development. Working knowledge of real estate fundamentals, downtown development laws and programs including those of the MEDC is a distinct advantage. This position requires an enthusiastic professional that is outgoing, sales oriented and who can provide leadership, direction and develop consensus. Computer literacy is required.

Port Huron is a waterfront community along the U.S. – Canadian International border on the northern fringe of the Detroit Metropolitan area. The position offers a salary range of $50,000 - $60,000, commensurate with related experience, and competitive fringe benefits.

Major Responsibilities:

  • Be the driving force in the creation of short and long range plans for downtown re-development and growth.
  • Prepare agendas and administer the board activities of the DDA.
  • Gather, interpret and prepare data in support of reports and recommendations to the DDA Board and other appropriate stakeholders in creating consensus toward a downtown vision.
  • Establish and maintain a current database and working knowledge of all local, state, and federal programs relevant to downtown development.
  • Develop a strong relationship with property owners in working toward facade renovations and improvement of building streetscape aesthetics.

  • The identification and direct recruitment of businesses in target markets including strategies for recruitment of sole proprietorships and national retailers through their assigned leasing representatives.
  • To create an appropriate marketing message, plan and materials in support of business recruitment activities.

Utilities Repair

  • Adjust, repair and replace parts in electric motors and motor starters.
  • Operate drill presses, lathes, grinders, pipe cutters and threaders, electric welding equipment, welding and cutting torches, and a variety of hand tools.
  • Perform routine electrical repairs.
  • Make repairs to blowers, sludge pumps, grit collectors, scum collectors, chemical feeders, and rotary screen thickeners.
  • Lubricate plant machinery, change oil and filters when necessary.
  • Remove, replace and clean large iron piping.
  • Use hoists and pulleys in moving and installing heavy equipment.
  • Disassemble and repair pumps, valves, compressors and other mechanical equipment.

  • Must have a valid Michigan Driver License (Operator=s) and a valid Michigan Commercial Driver License (CDL), Group A/Air.
  • Formal and/or certified technical training in the following areas:
    1. Training in basic welding practices including oxygen acetylene and electric arc welding principles and procedures, familiarity with American Welding Society testing procedures.
    2. Training in the maintenance and repair of basic gasoline engine and diesel engine operation.
    3. Training in the operation and maintenance of basic hydraulic and pneumatic components and circuits.
    4. Training in basic industrial electricity and having gained the skills necessary to safely, effectively, and efficiently repair, trouble-shoot, and maintain electrical circuits and components up to and including 600 volts following standardized lockout/tagout procedures.

Police Cadet - Port Huron Police Department

DUTIES:
Accept and prepare preliminary reports of criminal complaints and accidents of a minor nature. Perform specific limited patrol duties within assigned areas as a visible deterrent. Enforce City ordinances authorized by the Department. Confiscate and preserve evidence and found property. Serve subpoenas. Assist the on-duty command officers or other superior officers when requested. Perform related duties as required.

QUALIFICATIONS:
Must be attending college, enrolled in law enforcement or related field. Maintain a 2.0 or better GPA. Good moral character with no major contacts with any law enforcement agency. Ability to communicate and interact with fellow employees, other agencies and various types of people. Ability to maintain a satisfactory work record.

WAGE:

  • Starting wage - $8.00 per hour
  • First year        -  $9.00 per hour
  • Second year - $10.00 per hour
