Busking Permit

A busker or busking means an entertainer or entertainment providing impromptu performances for the public by playing a musical instrument, dancing, singing, clowning or juggling, or doing other acts of a similar nature in public places. All groups or individuals wishing to busk must complete an application.

Fireworks Sales Permit

A permit is required whenever fireworks are sold. Refer to the Port Huron Code of Ordinances, Chapter 34, Offenses, Article VII, Offenses Against Public Safety, Section 34-311, Fireworks, for a description of the fireworks that would require a permit to be obtained. Certain types of fireworks do not require a permit to be obtained.

Garbage/Trash (Solid Waste Hauler) Truck Permit

All vehicles used for the collection or disposal of garbage and trash must be inspected and permitted each year before operating within the City limits. The permit for each vehicle runs from November 1 until October 31 and must be reinspected and renewed annually. Pro-rata fees are not available.

Massagist License

Massagists must obtain a license to provide massages within the City limits. A copy of your diploma or certificate of graduation from a recognized school or massage school or other evidence of training in the massage area is required to be submitted with the application. The license runs from October 1 through September 30 and must be renewed annually. Pro-rata fees are not available.

Exemptions: The following individuals are exempt from this licensing:

  • Physicians, surgeons, chiropractors, osteopaths, or physical therapists who are licensed to practice their respective professions in the state.
  • Nurses who are registered under the laws of the state.
  • Barbers and cosmetologists who are licensed under the laws of the state, except that this exemption shall apply solely to the massaging of the neck, face, scalp and hair of the customer for cosmetic or beautifying purposes.
  • A trainer of any duly constituted athletic team who administers a massage in the normal course of training duties.
  • Massagists who meet the following criteria: Proof of graduation from a school of massage licensed by the State of Michigan; or current licensure by another state with equivalent standards of education from a state licensed school in the United States; or proof of comparable education, training, and/or experience in massage and/or bodywork
  • Any massage establishment in which the above-described persons practice their respective professions.

Massage Establishment License

Any establishment engaged in the practice of performing massages at a fixed place of business must apply for a license if they or the person employed as massagists do not meet exemptions listed under "Massage License".  The license runs from October 1 through September 30 and must be renewed annually. Pro-rata fees are not available.

Pawnbroker License

No person shall carry on the business of a pawnbroker under the provisions of Act No. 273 of the Public Acts of Michigan of 1917 (MCL 446.201 et seq., MSA 19.581), as amended, without first having obtained a license. The license runs from January 1 through December 31 and must be renewed annually. Pro-rata fees are not available. Peddler / Solicitor License

Peddlers/solicitors may sell or take orders for products/services while going door to door or while on public property. Removable stands described as non-motorized, self-contained, mobile carts, kiosk, or other units capable of being pushed by one person, with at least two functional wheels, can be used without the necessity of moving from place to place under certain conditions. Licenses are issued in one-month, six-month or one-year increments or a special one-time, four-day license. Identification badges are also issued and must be worn at all times when peddling/soliciting.

Peddlers/solicitors are restricted from certain areas during certain hours during the annual Port Huron to Mackinac Sailboat Race events.

Special Events Permit

The public health, safety and welfare of the citizens of Port Huron require the regulation of special events within the City. Accordingly, special events involving the use of City parks, halls, buildings, grounds and other City-owned properties may be permitted in the City only upon submission of the appropriate application and approval of the Special Events Committee. Special Event means any transient amusement enterprise, outdoor temporary gathering, and any similar event, including but not limited to a theatrical exhibition, musical performance, public show, entertainment, amusement or other exhibition.

Taxicab Vehicle License

Any person or company engaged in the business of operating or causing to be operated any taxicab upon the streets, alleys or public ways of the City, must obtain a license for each taxicab. For new taxicab businesses, approval by the City Council to operate a taxicab business is required prior to obtaining a taxicab vehicle license. Pro-rata fees are not available.

Individual Tattoo License

No person shall practice tattooing as a tattooist or as an apprentice, perform body piercing or marking within the City limits without first obtaining an annual valid individual tattooist's or body piercing license. Employment at a valid and currently licensed tattoo establishment is necessary in order to obtain an individual license. A copy of the applicant's driver's license, an original signed valid health certificate (see form below) and a certificate of completion for a Blood Borne Pathogen Course must accompany the application along with the applicable license fee.

Tattoo Establishment License

No owner-operator shall engage in or carry-on the operation of a tattoo establishment within the City limits without first obtaining a valid tattoo establishment license issued by the City. A separate license shall be required for each office or place of business used by such owner-operator. Each tattoo establishment license shall be valid from the date of issuance to December 31 of each year, and pro-rated fees are not available. Renewal of the license is required each year. A valid tattoo establishment license shall be prominently displayed in public view at all times.

Transient Merchant License

Transient merchants may engage in a temporary business from a fixed location on commercially-zoned private property. The person so engaged shall not be relieved from complying with the provisions of this section merely by reason of associating temporarily with any local dealer, trader, merchant or auctioneer, or by conducting such transient business in connection with, as a part of, or in the name of any local dealer, trader, merchant or auctioneer.

Licenses are issued for 30 consecutive day sale periods and can be renewed up to three additional months in a one-year time period. Exception: If food is being prepared and sold for immediate consumption on site and the location meets certain criteria, licenses can be renewed for up to a total of seven months in a one-year time period.
