The Planning Department controls the growth and development of land and the City in general through the use of design and the implementation of zoning ordinances and building codes. The Planning Department monitors the growth of the city through housing construction, business developments and land use patterns.
The Planning Department is divided into the following divisions; Community Development, Zoning Administration, Code Enforcement, Building Inspection, and Rental Certification, which work closely together through planning process and implementation necessary to facilitate growth of the City's residential, commercial, recreational and industrial areas.

Community Development Division
The function of this division is to insure funds received by the City from the Community Development Block Grant (CDBG) program of the Department of Housing and Urban Development (HUD) are used for programs and services which benefit low to moderate-income residents.

Code Enforcement Division
The Code Enforcement Division along with the Administrative Hearings Bureau were created in October of 2013 after receiving valuable information from the residents, visitors, and employees who work in the City of Port Huron about improving the quality of life within the City. The Unit’s #1 goal is compliance. We have developed a system to assist residents who may unknowingly find themselves in non-compliance with blight/code violations.

The Building Inspection Division reviews site plans, blueprints, issues permits to homeowners and contractors, and maintains established procedures to enforce existing ordinances and codes.
